Анотація. В статті розглянуто вплив рівня добробуту населення на процеси трансформації людського потенціалу. Визначено сутність понять «потенціал», «людський потенціал», особливості його формування та розвитку. Розглянуто основні фактори збільшення добробуту населення України.

Определена сущность понятий «потенциал», «человеческий потенциал», особенности его формирования и развития. Рассмотрены основные факторы увеличения благосостояния населения Украины.

THE CONCEPT OF HUMAN DEVELOPMENT IN THE CONTEXT
OF THE FORMATION OF WELFARE

Urgency of the research. At the present stage of development of the state, human potential becomes the basis of national wealth and the most valuable resource of any society, as the main criteri-on for social and economic innovation achievements in the field of human development and satisfaction of its needs.
Target setting. People, their potential to constitute the fundamental principle of national wealth per country as the main criterion of socio-economic progress are the achievements in the field of human development and the satisfaction of his needs.
Actual scientific researches and issues analysis. The problems of human development began to be considered by such foreign scientists as G. Becker, M. Friedman, S. Fischer, T. Schultz. The questions of the essence, peculiarities of formation and development of human potential in the domestic scientific literature are highlighted in the works of such Ukrainian scientists as D. Bohynia, O. Hrishnova, M. Dolishnii, S. Zlupko, T. Motrenko, E. Libanova, A. Revko, V. Skurativskyi, O. Stefanyshyn, A. Chukhno and others.
Uninvestigated parts of general matters defining. For today there is no universally accepted definition of "human potential".
The research objective. To investigate the influence of living standards on the processes of formation and development of human potential.
The statement of basic materials: The concept of human development is important for the devel-opment of regional social systems. Human potential should be viewed as a set of natural data (skills) of the person, education, upbringing and life experience, as well as the ability to receive and use information and knowledge.
Conclusions: Therefore, human potential is defined as the ability of an individual or population of a country, region, another community in the economic, social activities and personal development.
