СОЦІАЛЬНЕ ОБСЛУГОВУВАННЯ І СОЦІАЛЬНЕ ЗАБЕЗПЕЧЕННЯ ЯК ОСНОВІ ФОРМИ НАДАННЯ СОЦІАЛЬНИХ ПОСЛУГ
Анотація. У статті схарактеризовано основні форми надання соціальних послуг – соціальне забезпечення та соціальне обслуговування у контексті здійснення соціального захисту з метою забезпечення права потребуючої людини на гідні умови життя. У ході аналізу нормативно-правової бази встановлено, що соціальне обслуговування охоплює собою всі інші види послуг, крім грошових виплат. Соціальне забезпечення спрямоване на матеріальне забезпечення певних категорій громадян у випадку втрати джерела до існування з метою вирівнювання соціального положення цих громадян у порівнянні з іншими членами суспільства.

СОЦИАЛЬНОЕ ОБСЛУЖИВАНИЕ И СОЦИАЛЬНОЕ ОБЕСПЕЧЕНИЕ КАК ОСНОВНЫЕ ФОРМЫ ПРЕДОСТАВЛЕНИЯ СОЦИАЛЬНЫХ УСЛУГ
Аннотация. В статье охарактеризованы основные формы предоставления социальных услуг – социальное обеспечение и социальное обслуживание в контексте осуществления социальной защиты с целью обеспечения права требующего человека на достойные условия жизни. В ходе анализа нормативно-правовой базы установлено, что социальное обслуживание охватывает собой все другие виды услуг, кроме денежных выплат. Социальное обеспечение направлено на материальное обеспечение определенных категорий граждан в случае потери источника к существованию с целью выравнивания социального положения этих граждан по сравнению с другими членами общества.

SOCIAL SERVICE AND SOCIAL SECURITY AS THE BASIS OF FORMS OF SOCIAL SERVICES
Urgency of the research. One of the components of the social protection system reform is the improvement of the social services provision system. After all, effective social protection is not only social benefits guaranteed by the state, but, first of all, a developed network of social services, which are provided considering the specifics and needs of different categories of clients.
Target setting. The modern system of social services should meet the needs of citizens and focus on improving their quality of life. Actual scientific researches and issues analysis. Forms of social services are considered in works by N. Husak, R. Vainola, A. Kapska, O. Karahodina, O. Karpenko, N. Koliada, O. Kupenko, V. Liutyi, O. Pozhydaieva, T. Semyhina, T. Syla, O. Chuiko, S. Shandruk, Yu. Shvalba and others. Researchers agree that social protection is practically implemented through the provision of social services, and their main forms are social security and social services. Uninvestigated parts of general matters defining. The problem of regulating all aspects of the social work main categories remains unstudied.
The research objective. To carry out a terminological analysis of the social work basic concepts.
The statement of basic materials. The article characterises the main forms of social services provision, namely social security and social services in the context of the implementation of social protection in order to ensure the right of a person in need of decent living conditions. During the analysis of the regulatory framework, it has been established that social services cover all other types of services, except of cash payments.
Conclusions. Social security is aimed at the material provision of certain categories of citizens in the case of a livelihood loss in order to equalize the social status of these citizens compared with other members of society.
